Why was unifying Italy into a single nation so difficult? A. Very few Italians were interested in independence and in uniting Italy into a single country. B. France controlled all of italy and was too powerful for the Italians to overthrow. C. Italy was divided into many kingdoms, each with different cultures, languages, and forms of government. D. Italy could not be united unless the Pope agreed to recognize the new government.
